K. Michael Miller, J.D., M.B.A.

Mike Miller brings extensive federal expertise and connections to GSI by virtue of his 25 years of government affairs experience in Washington , DC as a government affairs manager and representative for two multinational corporations, a senior staff member of the US Senate Budget Committee, and counsel to members of the House of Representatives Committee on Ways and Means. His expertise includes insurance, tax, trade and environmental liability issues. Mike is registered as a federal lobbyist pursuant to the requirements of the federal Lobbying Disclosure Act of 1995.

Prior to joining GSI in January 2005, Mike was Senior Vice President for Government and Industry Affairs of ACE INA, the principal US subsidiary of ACE, Limited, a global property and casualty insurance carrier with operations in nearly 50 countries. Prior to its acquisition of the Insurance Company of North America (INA) from CIGNA Corporation, ACE had no federal or state government affairs capability. Mike established those capabilities and headed ACE's Washington office representing ACE's interests to Congress, the Executive branch and within industry organizations. Also, he established the ACE USA Foundation, a corporate-matching grant program, and the ACE INA Political Action Committee (ACE PAC). In a multi-year campaign, Mike successfully defended against attempts by competitors to increase ACE's tax burden and disrupt its business plan, organized political fundraising events, managed ACE PAC, established ACE corporate political and PAC contribution priorities. In late 2005, after 25 years in Washington , Mike retired from ACE and returned home to his native California .

Mike came to ACE through its acquisition of INA from CIGNA where he had been Vice President for Federal Affairs. In that role he was responsible for a broad range of corporate and product issues. As principal CIGNA advocate and strategist, or as manager of CIGNA team within a multi-company coalition, Mike secured one or more amendments to each major tax bill considered by Congress from 1985-1992, defeated separate attempts by life, health, property/casualty and reinsurance competitors to enact tax legislation to their benefit and to CIGNA's competitive disadvantage, led CIGNA's interdisciplinary Superfund reform activities from 1993-1997 and defeated legislation that would have severely disadvantaged CIGNA, while advancing well-crafted legislation more acceptable in subsequent Congresses. Mike served as CIGNA's spokesman on the National Advisory Commission on Environmental Policy and Technology. During 1998 and 1999, Mike managed both federal and state government affairs activities for CIGNA's property/casualty interests, transitioning to ACE in July, 1999.

Prior to joining the lobbying community in Washington , Mike worked on Capitol Hill as a Congressional staffer. He was Senior Analyst for Tax Policy on the Senate Budget Committee (1984), Counsel and Legislative Director to Congressman Richard T. Schulze ( Pennsylvania ) (1981-83), and Legislative Assistant to Congressman William M. Thomas ( California ) (1979-1981). His first job in Washington was Special Counsel to the Republican National Committee (1978-79) where he did discovery in connection with litigation against the Federal Elections Commission. He also has had experience as a Certified Public Accountant, having practiced with Arthur Andersen & Co. in San Francisco . In 2004, after 35 years of service, Mike retired as a Colonel, Judge Advocate General's Corps , US Army Reserve. Mike is a member of the Bar of the District of Columbia in active status, as well as various federal courts.

Mike was born and raised in San Francisco , California , where he currently resides with his wife, Ginna.
